What a technical debt dashboard actually needs to do
A technical debt dashboard has one job: to make the current state of your codebase health visible, trackable and actionable. Most dashboards fail because they are built to impress rather than to inform. They display dozens of metrics, change color between red, amber and green on a weekly basis and generate no decisions.
An effective technical debt tracker does three things. It shows the current state of the metrics that most directly affect delivery and reliability. It shows the trend over time, not just the current value. And it connects the numbers to outcomes that non-technical stakeholders understand: deployment speed, incident rate and feature delivery throughput.
The audience for the dashboard matters. A dashboard built for the engineering team showing function-level complexity breakdowns serves a different purpose than a dashboard built for a CTO or board showing aggregate code health trends alongside deployment frequency. Both are useful. They are not the same dashboard.

The metrics that belong on every dashboard
Software health score. A single composite number that aggregates the key indicators of codebase health: complexity, duplication, coverage and dependency freshness. Tools like SonarQube calculate this automatically. The value of a composite score is that it gives non-technical stakeholders one number to track. The risk is that it can obscure localized problems in critical modules that are masked by healthy code elsewhere. Use it as a summary, not as a complete picture.
Technical debt ratio. The estimated remediation effort expressed as a percentage of total development cost. This is the most business-relevant single metric because it directly answers the question “how much would it cost to clean this up?” A ratio under 5% is manageable. Between 5% and 10% is a concern. Above 10% is a material risk.
Deployment frequency. How many times per week or month the team successfully deploys to production. Deployment frequency correlates strongly with team health and technical debt level. Teams blocked from deploying by fragile code, long manual processes or fear of regressions have a structural problem.
Change failure rate. The percentage of deployments that result in degradation, rollback or emergency fix. This metric measures the cost of each deployment attempt. A high change failure rate means the team is paying an incident tax on every feature they ship.
Mean time to recovery. How quickly the team can restore service when something goes wrong. Systems with poor observability and tangled dependencies have high MTTR because diagnosis is slow. Reducing MTTR is almost always an architecture problem, not a headcount problem.
Hotspot index. A ranked list of the files or modules that combine high change frequency with high complexity. This is the most actionable structural metric because it tells the team where to focus refactoring effort. The top five hotspots are almost always the source of the majority of incidents and the majority of delivery friction.
Metrics that look important but mislead
Raw test coverage percentage. A codebase with 80% coverage but no tests on the payment processing module is not 80% safe. Coverage is only meaningful when broken down by criticality. Teams that optimize for aggregate coverage rather than coverage of critical paths regularly get surprises in production.
Total number of issues in static analysis. SonarQube may report 4,000 issues. That number means nothing without context about severity distribution, trend and location. A codebase with 4,000 minor style issues is healthier than one with 40 critical security vulnerabilities. Track severity-weighted issue counts and trends, not totals.
Lines of code. Lines of code measures size, not quality. A large codebase is not inherently more indebted than a small one. Small codebases can be extremely dense with problems. Large codebases can be well-structured. This metric belongs in capacity planning conversations, not debt assessment.
Sprint velocity. Velocity measures output, not quality. Teams that never refactor can maintain high velocity for extended periods while debt accumulates. When the debt finally manifests, velocity collapses suddenly. Velocity should be tracked alongside technical debt metrics to give a meaningful picture, not instead of them.
Building a technical debt tracker that teams use
The most common failure mode for technical debt trackers is that they are built, updated once or twice and then abandoned. This happens when the tracker is not integrated into the team’s existing workflow.
A technical debt tracker that gets used has three properties. First, it is updated automatically from the build pipeline. If engineers have to manually enter numbers, they will not. Tools like SonarQube, Datadog and GitHub Actions can push data to a dashboard automatically on every merge.
Second, it is reviewed on a cadence. A weekly fifteen-minute review of the trend in three to five key metrics, embedded in the existing sprint planning process, is more effective than a quarterly deep-dive that no one attends.
Third, it produces a specific, ownable action. The output of each review should be one item added to the technical debt backlog with an estimate and an owner, not a general discussion about quality.

Deployment frequency maps to time to market. A team deploying weekly ships features to customers four times as often as a team deploying monthly. That gap is a competitive advantage or disadvantage depending on which side of it you are on.
Change failure rate maps to reliability and customer trust. Every production failure that reaches a customer is a trust event. The change failure rate is the engineering team’s contribution to customer retention, framed in a way a CTO can take to a board.
MTTR maps to SLA performance and operational cost. For B2B software with SLA commitments, MTTR directly determines whether penalties apply. The operational cost of high MTTR, measured in engineer-hours per incident, is one of the most straightforward ROI calculations in software operations.
